Forensic Evaluation
Wenzhou Kangning Forensic Evaluation Institute was founded in 2006. In 2011, it passed the provincial "Qualification Accreditation" review and obtained its forensic psychiatric appraisal qualification. It is a professional institution for psychiatric appraisal of parole candidate, and for medical appraisal of forensic psychosis and mental disorders designated by the People's Government of Zhejiang Province.
Currently the institute has an administrative office, a quality assurance office and an appraisers' office. Among the medical staff, six have senior titles, two intermediate titles, four junior titles and five members of Chinese Communist Party. Every year, the institute performs more than 800 cases of forensic psychiatric appraisal, and more than 1,500 other types of mental and intellectual disability appraisal. The number of appraisals in the past ten years has ranked first among the province’s forensic psychiatric appraisal institutions.
Since the establishment of the institute, there has been no bad complaint record. It has performed well its function in forensic evaluation, which contributes significantly to social stability and economic development.

Every year, the institute receives a large number of major cases of forensic evaluation. Among them, the cases from public security system accounts for 41.8%, courts and procuratorates 18.7%, law firms 5.3% and others 34.2%. Types of cases entail homicide (25.8%), theft and robbery (15.7%), economic (11.8%), public order crimes (6.0%), divorce (9.0%), traffic accident or injury and disability (27.3%), and others (4.4%). In addition, the institute also receives more than 1,000 cases of psychiatric patients commissioned by the Disabled Persons' Federation to evaluate their mental and intellectual disability level of work capacity.
To better shoulder this sacred and heavy responsibility, appraisers have worked hard on developing solid professional skills, to draw correct and scientific appraisal conclusions, and to provide the necessary medical advice and risk prediction. They have also conducted multidisciplinary research integrating sociology and criminal psychology in order to gain a more in-depth understanding of mental patients’ current status and their pattern of criminal activities. For professional growth, staff members have attended over 80 internal and external academic conferences. They have completed a research project funded by Wenzhou Science and Technology Plan Project (Y20130379), published more than 30 papers and compiled a book, “Work Ability Assessment of the Psychiatric Patients”, the first of its kind officially published in China. It has started the compilation of The Handbook for Forensic Psychiatrists. The institute has also served as a clinical teaching site of forensic psychiatry for medical students from Wenzhou Medical University, Bengbu Medical College of Anhui province and Qiqihar medical college.
In line with the principle to remain "scientific, objective, impartial, and independent" and fully committed to providing clients with high-quality and convenient services, the institute strives to strengthen its internal management and has developed successfully a case information platform. The forensic evaluation work of the institute in the past ten years has been well accepted by clients, thus creating positive social image for the institute. It has been awarded "Model Frontline Service Provider (Service Window) of the Municipal Judicial and Administrative System with Public Satisfaction". Several appraisers have won the award of "Outstanding Communist Party Member of the Municipal Health System", "Model Worker", "Nominee of the Third 100 Outstanding Figures" of the provincial judicial and administrative system. Their extraordinary stories were reported in Wenzhou Daily on October 11, 2013 and February 26, 2014, and in Zhejiang Legal News on September 18, 2012.
